Related bill S. Res. 380 in Senate has been stuck in Senate Foreign Relations committee since Feb 16, 2012 introduction. 77 cosponsors. Few working days left before one third of Senators campaign and two thirds help fundraise. Emergency Committee for Israel ad Brad F. played was part of a push to get S Res 380 passed before final recess for election campaigns.
AIPAC, by way of H Res 568 and S Res 380, is trying to change the goal of Iran policy to preventing Iran from having nuclear bomb capability, not only a nuclear bomb itself, to contain. These resolutions ‘lower the bar’ to bombing nuclear program facilities because nuclear electricity or medical isotope production can be the first step to weapons production. Main difference is whether the uranium is 20% enriched or 90% enriched. Peaceful nuclear technology uses are permitted by Non Proliferation Treaty Iran signed. Israel who neither confirms nor denies (strategic ambiguity) having nuclear weapons but Mordecai Vanunu basically confirmed didn’t sign the NPT treaty for political reasons complicating plausibility of strategic ambiguity policy.
