Trump has people of questionable integrity and ethics in his cabinet, staff and their staff on purpose because he wants people that he can put the screws to if they get unruly (uppity). He wants people he can bully and manipulate. He doesn’t care about competence because like other Republicans he wants to have a totally ineffective government so we can continue down the road towards economic and social darwinism.
