   I wonder if this guy has a proble with heterosexuals doing heterosexual things on brush piles and in sheds, then…… does he go looking for those?

   Sounds like the guy is some kind of goofy, creepy peeping Tom or peeping tom wannabe. Maybe he would be better off focusing on some DIY projects with that brush, junk pile, and shed.
