Substantively, you were copying from the Wikipedia entry for the British parent company (Serco Group) of the U.S.-based firm (Serco Inc.) that is handling the paper applications for insurance under ACA. FWIW, they are not “in charge of the health care exchange”, as you described them. And their employees handling paper applications are here in the U.S. (some 8,000 of them in 45 states, for all of their different government contracts, including processing patent applications, etc.) Here’s a bit more from WaPo about the actual company you were talking about.
