It was originally supposed to happen on Jan. 1, 2008 but that date was allowed to slip until Jan. 2009. Now the legislation is about to change the date to sometime in 2010. Why? One legislator claimed that refitted units were too complicated. Why are they even thinking about refitting the junk they have now?
