    1. I happen to support the upgrade of the national rail system. But, I have been against this particular project. It was never intended to succeed.

When I was growing up in Chicago, there was a massive lengthening of the CTA Rapid Transit light rail system. Each of the lines intended to be expanded went from someplace people were already using light rail to the places where they boarded street buses to get home. In other words, there was a logical beginning of the extension, and a logical stopping place. People were going to use the new routes.

The California high speed rail plan starts in Bakersfield and goes to Madera, generating almost no operating revenue to sustain the project while the remainder is being constructed. California is spending far more on new superhighways than they are willing to spend on this rail network, which is going to continue to condition people to avoid using the trains even if the line does get built.

Frankly, I believe that the upgrading of existing rail service across the nation should be a project on a par with the Manhattan Project and the Interstate Highway System – Federal projects both. To leave high speed rail to the states -imagine if France or Japan or China did something similar- there is no chance of these projects ever being completed. Yet they are successful and popular with their passengers.

Powering such a system is a prime example of how the Green New Deal could be tied into the infrastructure, giving that project a boost to support its realization.

But as long as oxen breeders and buggy whip manufacturers dominate the Congress, we can’t expect any progress.
